Who would be charged in this scenario?

Your first act would be illegal. You are only permitted to practice archery at an official practice location (archery club) or your property (provided it is of a certain size - general Sydney house blocks are not sufficiently large but a farm in Bathurst is fine). So you would be charged first in having a weapon in a public place regardless of whether you had shot anyone.
